The Youth Job Link Program is an initiative from the Government of Ontario aiming at helping youth from 15 to 29 years old, including students. This program is designed to offer a range of non-intensive employment services to help young people gain career management skills, get exposure to career exploration activities, and get help in finding employment.

Through this initiative, the young participant will have the opportunity to establish professional links with employers, acquire job search and preparation skills, and discover career paths and choices available to him. The young person will also have access to necessary help in finding employment, including summer or part-time jobs.

Program Description

Employer

The program includes 3 components targeted at young individuals, and is available year-round. The information and training acquired through each component is given through short workshops and participation in any component is up to the young person.

  • Career Exploration: aims at providing youth with the opportunity to enrich his knowledge in career choice and help him with his job search.
  • Career Management services: aims at improving youth’s skills to enter the labour market, including his capacity to foresee changes in it and be able to adapt accordingly.
  • Job Search, Job Readiness and Job Matching: this component allows the development of job preparation skills and promotes first contact with employers who have available positions, including summer jobs.
 

Any employer participating in this program is entitled to the following services:

  • Posting and broadcasting of his job offers.
  • Job matching with young participants in the program who can fill the employer’s job openings.
  • Upon very specific criteria, a financial incentive can be allocated to the employer. Note that this financial incentive is not a wage subsidy.

Employer

To be eligible for this program, young individuals must:

  • Be aged between 15 and 29 years old at time of registration*.
  • Live in Ontario.
  • Have the right to work in Canada.

* Individuals who are aged between 15 and 18 years old must be legally excused from attending high school. A person legally excused does not automatically qualify for this program.

 

Any local employer is eligible for this program. However, in order to qualify for a financial incentive through this program, employer must:

  • Hire a young person aged between 15 and 19 years old who has no previous work experience and who has been identified by the service provider.
  • Be licensed to operate in Ontario.
  • Comply with the Occupational Health and Safety Act and the Employment Standards Act.
  • Maintain appropriate Workplace Safety and Insurance Board or private workplace safety insurance coverage.
  • Have adequate third party general liability insurance, as advised by his insurance broker.
  • Comply with all applicable federal and provincial human rights and labor legislation, regulations and any other relevant standards.

Program Exclusions - Employers

The following exclusions appy to this program:

  • Federal, provincial or municipal government or agency.
  • Be a designated broader public sector organization, as defined by the Broader Public Sector Accountability Act.
  • Youth Job Link service provider.
  • Any recipient of other governmental funding (federal, provincial or municipal) for the same type of work.
  • Use of placement services to displace existing staff, or replace staff that is on lay-off.
  • Hiring of immediate family members, such as parent, spouse, sibling or child for on-the-job placement.
